Overview
An international data pool is how a fleet of devices and SIMs shares one allowance instead of paying card by card. It covers a shared pool (pooled data / a shared bucket), billing on aggregated usage (usage aggregation), a quota shared across SIMs, and overage and unused remainder (overage and underage). SimtoLink's International IoT Cloud Platform (ICMP) supports a shared pool, billing by pool, and a usage rollup. It covers 200+ countries and regions, supports 500+ enterprise customers, and connects more than 10 million devices.
Pooled data and a shared bucket
Many SIMs draw from one pool. A shared bucket holds the quota, the bill is based on the pool total, and usage can still be attributed to a device, so the cost per SIM comes down.
Usage aggregation and billing
Usage aggregation bills at pool level and reports usage by SIM or by pool. The same total can be split by pool, project, or customer, so cost can be attributed in more than one way.
Overage and quota
Pool overage, unused remainder, quota alerts, and a fair usage policy (FUP), so the overage rule and the cost ceiling can be set to fit the fleet.
What a shared pool has to settle
The pool needs many SIMs sharing one cost, usage rolled up into a bill, a quota and an overage rule, and usage that can be read in more than one dimension (usage analytics). ICMP configures the pool, aggregates usage, reports at pool level, sets the overage policy, and offers a REST API, and the pool grows with the fleet.
How the pool total is calculated
The pool runs on a microservices architecture, with a 99.9% SLA and technical support around the clock. TLS protects usage in transit, IAM and RBAC decide who can change a quota, and the audit trail records an overage-rule change.
- Pooled data shared across SIMs, which lowers the cost of each SIM and uses more of the allowance
- Usage aggregation that bills the pool and attributes usage in more than one way, for cost analysis and reconciliation
- Overage and quota you can set, plus a fair usage policy, so cost stays bounded and unusual use is caught
- A named customer-success manager for the pool setup and the cost review

From a capacity estimate to a live pool
The path is a requirements review, pool-capacity planning, solution design, a proof of concept, and then scaled deployment. SimtoLink plans the pool size, configures usage aggregation, sets the overage policy, supports BSS integration, and trains the team. Contact SimtoLink for a pool sized to the fleet you already have.
