PLMN Selection

PLMN Network Selection

Definition

PLMN Selection (PLMN Network Selection) is the capability of IoT devices to choose access networks in roaming scenarios. The platform supports automatic or manual network selection, and can configure Preferred Network Lists by region, customer, and device type, set the priorities of HPLMN and VPLMN, enabling intelligent cross-border roaming network selection, balancing cost, quality, and compliance.

Working Principle

The core of PLMN Selection is to send the network selection strategy to the device or SIM card. The strategy usually includes: a list of allowed PLMNs and their priority, a blacklist of forbidden PLMNs, and differentiated configurations by country/region. When the device is powered on or enters a new area, it scans available PLMNs and attempts registration according to priority; if the preferred network is unavailable, it tries the secondary options in order. The platform can push strategies via OTA, RESTful API, or the operator's BSS interface, supporting dynamic updates. For Multi-IMSI cards, different IMSIs can be configured with different network selection strategies to achieve more precise roaming control.

Use Cases

In scenarios such as cross-border logistics, fleet management, and asset tracking, devices frequently switch countries and regions, and PLMN Selection directly affects connection stability and cost. For example, if a company deploys devices in multiple European countries, it can configure a preference to access the Roaming Partner network with lower charges to avoid connecting to high-cost operators; in compliance-sensitive regions, access can be restricted to specific PLMNs to meet Data Residency requirements. The platform can also combine Roaming Policy to automatically adjust the network selection strategy for devices exceeding usage limits or roaming abnormally, or trigger Suspension.

Practice in ICMP

SimtoLink ICMP's PLMN Selection supports configuring multiple network selection strategies by customer, project, or region. The platform maintains the global mapping of PLMN with operators and tariff plans. Customers can visualize and configure the Preferred Network List in the Global Dashboard, or issue it in bulk via the RESTful API and SDK. Strategy changes take effect in real time, supporting A/B testing and phased rollout. Combined with Usage Analytics, it is possible to analyze costs and connection quality under different network selection strategies and continuously optimize configurations.
