Definition
Roaming Policy is a set of rules that control how devices access the network in cross-border scenarios. It supports configuring roaming switches, priorities, and blacklists/whitelists by country/region and operator. Roaming Profiles can be configured differently by group or customer dimension. In the International IoT Cloud Platform (ICMP), Roaming Policy works together with Roaming Partner, PLMN Selection, Preferred Network to achieve cost optimization, compliance control, and connection quality assurance.
Working Principle
The Roaming Policy includes multiple types of rules: Roaming Switch — allow or prohibit roaming in a particular country/region; Priority — when multiple Roaming Partners are available in the same area, sort by cost or quality; Blacklist/Whitelist — block access to specific PLMNs , or allow access only to whitelisted networks; Usage and Cost Control — combine with Quota and Fair Usage Policy , triggering Suspension or alerts when limits are exceeded. Policies can be applied to device groups, customers, or projects, and support multiple concurrent profiles.
Use Cases
Typical scenarios include: Cost Optimization — prioritize access to Roaming Partners with favorable agreements with the platform, reducing Rate Card expenses; Compliance Control — in Data Residency sensitive regions, restrict access to specific operators; Risk Prevention — set blacklists or usage limits for countries with high roaming fees to prevent abnormal bills; Differentiated Services — configure priority high-quality networks for VIP customers and limit roaming scope for trial customers. Combined with Usage Analytics , policy configurations can be continuously optimized.
Practice in ICMP
SimtoLink ICMP's Roaming Policy supports configuring multiple sets of policies based on customers, projects, and device groups. Customers can visualize configurations in the Global Dashboard, or manage them in bulk through the RESTful API or SDK. The policies are linked with PLMN Selection and Preferred Network, becoming effective in real-time once deployed to devices or SIM cards. The platform provides policy simulation and Usage Analytics, allowing customers to assess costs and connection quality under different policies and provide data support for TCO optimization.
